  1. It is one thing to have massive resources, but something very different to have the capacity and human resources to develop and add value to those natural resources. Why has Russia not already developed and added value to their resource? Once the resources have been developed, Russia has to have a market for them, in order to make cash value from them. If they cannot, Russia does not have the capacity to continue this WAR being waged against Ukraine.
