  1. Yes, because the provisions of the Montreux Convention only apply during time of WAR, as waged by Russia against Ukraine, since 2014 and escalated on 24 February 2022. The Olenegorsky Gornyak landing ship was sailed into the Black Sea prior to the escalated invasion in Feb 2022. The Russians had already set themselves up for hostilities, prior to the Feb 2022 attack and escalation of the WAR that Russia began in 2014. Russia still does not call this conflict a WAR, for this and other reasons. However, Turkey closed the Bosphorus Strait in any case, following the Feb 2022 escalated attacks and invasion by Russia.
