  2. The ambassador is reading from a specially prepared speech that is displayed on a teleprompter above the camera. The rogue eyes appear to be his attempt to convey that he is "speaking off the cuff" without having his speech prepared. His presentation reminds me of similar statements made at the same time by Andrei Kelin, Russian ambassador to the UK, in interviews with the BBC, some of which remain on YouTube.
