when West and Soviet let ROC navy to control SCS in 1945, because Chinese suffered most and killed Japs more in Asia but all Indochina surrendered in 1942, it's Soviet and USA accepted 11dashline and gave ROC 4 warships in 1946, that's why today Taiwan still claim and control Taiping and Dongsha since 1945!!!
The American Philippines was still a colony in 1945 and had never established an independent country at all. Therefore, the Philippines obeyed the words of its American master and did not object when the United States letting the ROC navy to control Taiping Island and Thitu Island.
ROC Taiwan temporarily evacuated from Thitu Island in order to avoid Typhoon In 1971 but the Philippines took the opportunity to steal Thitu Island. The pro-USA Taiwan gave up military recapture under the pressure of the United States, but Taiwan has not given up claiming to claim to be Thitu Island until today.

I think PRC will regreted when PRC gave Bach Long Vi island to North Vietnam in 1957, PRC will restore 11 dashline because Vietcong becomes pro-USA.

In 1958, the People's Republic of China issued a declaration defining its territorial waters which encompassed the Spratly and Paracel Islands. North Vietnam's prime minister, Pham Van Dong, sent a diplomatic note to Zhou Enlai, stating that "The Government of the Democratic Republic of Vietnam respects this decision." The diplomatic note was written on September 14 and was publicized on Nhan Dan newspaper(Vietnam) on September 22, 1958.
The content of Pham Van Dong's diplomatic note to Premier Zhou Enlai is as follows:
"Comrade Prime Minister,
We have the honour to bring to your knowledge that the Government of the DRVN recognizes and supports the declaration dated 4th September, 1958 of the Government of the PRC fixing the width of the Chinese territorial waters. The Government of the DRVN respects this decision and will give instructions to its State bodies to respect the 12-mile width of the territorial waters of China in all their relations in the maritime field with the PRC. I address to you, comrade Prime Minister, the assurance of my distinguished consideration".
