I'm in 3rd tier cities China, we have such "Public bike system" in 2011, I think all 2nd or most 3rd cities must do the same, but it's using card not app like now..china is under revolution "internet +" period, Convenience of "Intranet" in China from what i see is more advanced than West and the US,(ironically US invented Internet and China has GFW). China is very diverse we have cities like europe countries Skyscrapers like chicago, and rural areas abandoned villages are like africa ..but they are both still developing...just let's see take 20 more years to catch up..
