Propaganda becomes an evil word in West, but 'Xuanchuan宣传' literally means 'give publicity to' not just related with politics, it's a neuter word in Chinese you can say 'I make propaganda of my company' so it's very same definition like word promotion in Chinese context...maybe Chinese don't English very deep before so somebody translated Xuanchuan to the word propaganda, that's why you won't see Chinese feel guilty to use the word 'propaganda', because usually 'propaganda' is very wrong and misleading, but Xuanchuan is not FAKENEWS it's just TELLING AN IDEA OR A FACT..
