Why hasn't this neighbor been charged with felony stalking? Additionally, why isn't the restraining order prohibiting this woman from being within a mile from the victim which would force this apparently violent woman to have to move? Doesn't sound to me like the SAPD is viewing this matter as the serious issue it is. What do you want to bet if this woman was doing it to a SAPD officer's mom they would have put a stop to it by now?
