This cop decided that this disabled man was doing something weird so he was going to harass him. According to thr cop the victim has an "odd stack of cash" in his pocket. So now disabled folks aren't allowed to have a stack of cash? Where does this police department get these despicable characters they hire as cops.who make upnreasons for wrongfully detaining and demanding ID from folks ajdnthen hide and cover up their body cam. Any officer who does this should be fired!!The cop says it is fine if the victim didn't want to talk to him yet he continued to follow him and scare him. I agree with the title description of this cop.
