In my opinion the police chief is an idiot and should be fired along with thr brutal cop. Why can't the police chief just admit they screwed up and apologize. So the brutal cop wrongfully stopped and arrested the victim while assaulting him but the excessive force against the special needs victim was still okay. What kind of keystone cop department are they running.. Get a chief in there that has common sense and actually understands the law. This one is a liability just like the brutal cop. No wonder the cop thought he could get away with his illegal actions. His chief backed him up in his wrongful actions.
