  1. There is also the point that the Soviet Union was officially socialist. That meant that all inventions were freely available to use, no licensing or patents within the USSR. Same for China, what the US sees as "stealing intellectual property" was meaningless. Of course when the USA was a developing country it had the same attitude, but not for ideological reasons, but because it didn't even have a patents office till 1836.
