Oxford is famously the Home of Lost Causes and the University for the Seventeenth Century, so I fail to see the problem. It's just living up to its reputation.

The traffic became ridiculous while my daughter was there, visits went from parking near college to the multistorey to the park and ride. It isn't "change for the sake of change", it's the inevitable effect of economic success. From the days when Boris Johnson's subject was prestigious to the modern day when it's a joke and medicine, science and engineering are the status subjects, Oxford has become much richer (as has Cambridge). Cameron, Johnson and Truss wrecked the British economy - so much for PPE and Classics - while the Jenner Institute developed a very cheap vaccine that saved millions of lives around the world in countries that couldn't afford mRNA. Change for the sake of change? To reverse your argument, only if you are Telegraph-reading would be upper class.

Il Duce Farage will make the trains run on time! (Only Mussolini didn't, and someone whose sole business experience was trying to run a small brokerage on the LME is equally unlikely.)

Unlikely to happen since Cambridge at least is the economy driver of East Anglia. Its massive traffic problems are due to its success not its failure.
