  1. The Civil Service is not and should not be Special Branch or part of the Armed Forces. That is not what it is for. The word "Civil" is a clue. What is the Head of the Civil Service supposed to do on a Sunday? It isn't like a company that operates oil rigs or 24/7 process plant.
