I disagree (I'm not repeating my longer post as to why). Shouting playground insults at Putin is in my view a grave error, which in your case doesn't matter, but fortunately people of actual importance tend to avoid.

To be fair, in the tables of horror, the Allies as well as the Germans developed nerve agents of which "novichok" is simply a more potent derivative. Whether it takes a whole drop or a tenth of a drop to kill someone is mainly of academic interest. The fact is that Russians deployed a WMD in this country and technically NATO should have jointly responded, but did not. If that bottle had smashed in a shopping centre or a school, there could have been dozens, perhaps hundreds, of deaths. Putin intended a test and a warning. He may even have chosen Skripal and Salisbury to see how Porton Down would respond. The warning was "I could kill thousands of people in a city." The test was how NATO would respond. NATO failed to respond militarily and the rest followed.
