Er, no, the brushes definitely do not run on a layer of electrons. Graphite was chosen because of its good lubrication properties on hard copper. If no current flows, oil buildup (from mist) on the commutator eventually causes the brushes not to make electrical contact. The current causes micro sparking (in well designed generators) which creates local heat at any point of poor contact and burns off any oil traces.
