You know when a country or city is under martial law, all citizens are to abide by military orders. But those "victims" refused to do so and refused to budge. Even if one decides to protest, they must do so while following the law. Not doing it illegally.

If you refuse to 'budge" after the instructions of the military, then guess what? They will be met with force. Just like any other riot control police.
