@ernestkj "It's the responsibility of the government once it's build up! That's the typical thinking of the China developers anyway" Since when was it the responsibility of the banks or developers for take in any account for climate change? One loans, one builds. Government is the one that has the control of the regulations and requirements.

@ernestkj This is business. Everything is in black and white on a written contract. And quality check is done by a third party organisation. Not the developer.
