By Dec 2019, there was enough videos of people dying front and back circulating around the internet that they had no choice but to make INTERNATIONAL headlines. It was because they could no longer hide it that they had to "carry out control" in Jan 2020. Theyve been hiding it since Nov 2019 (maybe even Oct 2019). Your listing date of March 2020 as high risk is irrelevant. The argument was that Beijing KNEW about it in Dec 2019.
