HK had a constitutional duty under Article 23 of their mini-constitution to create their very own National Security Law (NSL). But almost half of the 50 year period, they STILL did not create any NSL. Thats how rioters were able to destroy their city to the extent that they had with practically zero consequences. Thats why Beijing had to intervene, because of HK breaking their promise first. Not the other way around
