HK residents are not HK citizens. Therefore, your comment about other races is irrelevant here. This comment is obviously about citizens of HK, not foreigners living in HK. But its obviously in this context. Here it can only mean 2 things; nationality and/or ethnicity. HK ticks both boxes on being "Chinese", which ever it is.
