The developed world is in a state of population decline if the current birth rate continues. Thats a fact. Why you "offended" by hhim stating such a fact? Moreover, he meant labour shortage of low skilled jobs (replaceable by robots), not labour shortage of high skilled jobs. Too many high skilled workers want to apply for Tesla.

It could mean hes merely stating that no one in the US wants to work in low skilled manufacturing anymore. Stating a problem doesnt mean he "wants" one of the 2 options you said. "His problem is that he wants to pay low wages for workers that he plans to replace with robots. How is that fair to the rest of us ordinary people?" Tesla doesnt pay "low wages". "The lowest-paying job at Tesla is a Product Specialist with a salary of $52,000 per year". A high tech company wants to use high tech in their company...and youre complaining about that? Whats that got to do with being "fair" to people not part of his company? Its completely irrelevant.
