  3.  @My_Old_YT_Account  No. In HKs mini-constitution it stipulated that HK is to have a high degree of autonomy, not absolute autonomy. And in article 23 it states that HK "shall enact laws on its own to prohibit any act of treason, secession, sedition, subversion against the Central People's Government, or theft of state secrets, to prohibit foreign political organizations or bodies from conducting political activities in the Region, and to prohibit political organizations or bodies of the Region from establishing ties with foreign political organizations or bodies". HK violated that very constitution that Beijing allowed them take control for themselves. Almost half of the 50 years there was still no laws that prohibit such acts. Thats why a few years back Beijing took matters in their own hands because HK failed to do so.
