  1. There was a lot of projects funded in the New Orleans area pre Katrina that money was used for other things. You build a major city below sea level and river level you have a recipe for disaster. Eventually the New River Control Structure will fail and the Mississippi River will take a different route to the Gulf. And that is when New Orleans really begins to die.
