  2. Yes, that I find incredibly stupid. I'm sure that somebody had a good reason. Something like we must have the men used to handling the proper weights sounds likely. Ok fine. The ships spent a large portion of their time in port. Do the drills in port if at all possible with dummy powder charges set to the same weight with dummy shells. Plus if you are using actual charges and shells and then have to draw the unfired charges from the gun doesn't that sort of negate the purpose of the drill to being used to replicate combat conditions?
