  4. Compared to Buffalo and other Snow Belt (1) areas around the Great Lakes most of Oregon doesn't get enough snow to qualify. And there are places in the Snow Belts that get way more snow than Buffalo in a winter. Or see the temperatures that a lot if the Northern Tier of the US sees. 1) the North Shore of the UP, Eastern shoreline of Lake Michigan, around Lake Erie and Lake Ontario depending on where the winds are coming from. Warm winds pick up moisture from the lake surface and dump it as snow over land. I live on the west side of Lake Michigan and it is not uncommon when we have clear skys in the winter for large banks of clouds to build up to the east over the lake.
