Just be willing to accept any unforeseen environmental costs that arise. Be they production, land use, disposal etc. Nothing is free.

Ok, if Cali want to ban all new gasoline fueled cars after 2035 they had better be willing to accept two things. The first is a huge increase in the used car market. The second is any of the environmental costs associated with "green" energy. Nothing is without environmental impact. Solar may shine down from the sky but there is still an environmental cost in the manufacturing of solar cells, batteries, wind turbines and the storage systems needed to store power generated during the day for use at night. And yes wind is nothing more than second level solar energy. I realize that there are two ways forward with energy. Either renewables or hopefully fusion. If we go with renewables then we have to understand that there are costs involved environmentally. Be they wind farms, large solar facilities (photovoltaic or thermal), the production of these systems and ultimately their disposal or recycling at the end of their useful lives. There's another environmental cost I can think of. If Cali wants to push more surface mass transit (bus or rail) there are costs here as well. Bus systems not so much. But rail requires right-of-way and the construction costs involved.
