It may come from the fact that a Navy especially in the second half of the 19th century was more in tune with the pace of technological change. Also for a Navy if they had to send Naval or Marine landing parties ashore probably would want the most fire power they could get.

@Halinspark The US Navy following the Civil War was probably the more neglected of the services. The purchasing of new sc hips pretty much stopped. And when the Congress did approve new construction the ships were mostly coastal monitors. Absolutely useless for overseas use. People credit Mahan's book on seapower for shaking the US Navy and Congress out of their collective slumber. I prefer to think it was the Samoa crisis which saw the US and Germany nearly come to blows. The possible conflict was prevented by a hurricane. The one US ship in the region was severely overmatched by the German cruiser.
