Under such conservative Confucianism mindset/thinking also means the government or the authority is incompetent/imbecile or FAILED to educate the people/public.

  2. Korean public in general is also a group of bizarre people. They will blame the government/authority for FAILING to educate the youths or public at school or MSM. Then the society will label the infant's mother as SHAMELESS and DISGRACE for no good reason. The society will called her a shameless lewd woman without really find out what is actually happening to the mother.
