Now time for the lawyers to catch up. Previously this was avoided in the land environment due to potential blinding of enemy AFV crews, etc. as well as power constraints (a ship is big enough for these platforms). The PLA notably does not follow these conventions and has several "dazzle" systems to fire a laser back down the bearing from a laser range finder which is then magnified by the target vehicle's optics and blinds the gunner.

@Mike-xh7wb Yes but they don't help with a Laser (as opposed to just sunlight). Feel free to try it if you want to go blind.
