I guess caissons around pylons and collision protection dolphins are a question of the bridge's construction budget plus no doubt when the bridge was built (late 1970s?) the risk assessment wasn't based on 100,000t vessels? No one wants to spend money on non sexy things like improving collision protection as opposed to something that improves traffic capacity, etc.

  2.  @chrisperrien7055  Sure but if you cut corners to save money then be prepared to understand that when the risk is realised that someone made that decision.
