Sal, I'm on the wrong side of the Pacific to really comment but the the ADF has pumps and storage bladders (usually used to "fight for" fresh water). I'm guessing (key caveat) that the US Army and USMC Engineers have them too. Couldn't they pump from the ocean and fill bladders that could then be used to either fill your tankers/tenders or even use flat bed trucks to move the bladders to the fire front and free the tankers/tenders to be used elsewhere? There should be sufficient stocks of bladders (or even acquire those PVC containers in mesh, used on farms, etc.) to provide a rotational supply of bladders. Sorry for the Monday morning quarter-backing.

OK well then maybe pick somewhere else to set the pumps up. Thankfully we have public beaches and don't have to put up with that issue.

@allangibson8494 As per "pick somewhere else" surely the State Govt can grab a piece of the container port, put the pumps in there. The filled bladders are then collected by UH60 (or CH47 depending on weight) and deposited close to the fire font for the truck to collect or become the water point. No cliff/Beach/Sand/Access issues.
