  1. Modern "regulations" (if by that term you include weapon manuals, etc.) also include many topics not required in say 1940. From memory the vehicle manual for the Leopard 1 in Australian service has sections on Laser Safety, Workplace Health and Safety, Radiation hazards, Environmental considerations, etc. so while say the 120 mm mortar may have been effectively the same weapon, the current documentation probably covers things that were never considered during the Second World War.
