  1. a friend of mine, made redundant from a company, got a job with a shire. He had the same experience - he got told off for completing tasks to quickly and too well. But this isn't confined to government. Another friend decided to work for a year in England, and got a job with Marconi, a defence contractor. He too was criticized for being too productive.

  2.  @masons9541  That's exactly what my friend found. except it wasn't so much apathy in management - the workers had long trained the management to not expect full production.
