Note that replicating identical constructions all over the country, without regard to local climate, is not a communist or Soviet thing. It is an owned by government thing. Here in Australia (a very large land area country), I once worked for a federal government department with offices all over the country. In any given decade, they were identical, built to a design set by Head Office. Since Head Office was based in Melbourne, a relatively cold climate city, they had central heating plant and minimal aircon cooling capacity. Right for Melbourne, but not for the much warmer climate in Perth or Brisbane. But they were all built the same.
