  1. It's not a weapon, it a testing device for artificially making lightning to test equipment immunity to lightning. Most advanced counties have one or more, though not as huge as this one. It's operating principal is completely different to a Tesla coil.

  2.  @geoff4383  : Something wrong with it? Yes, the USSR collapsed and the Russians ran out of money to keep it going. Neither it nor the space shuttle was a particularly smart thing to do anyway, on cost effectiveness grounds. The artificial lightning generator has civilian applications - e.g., testing the lightning immunity of high voltage electric power distribution components. Many countries have such facilities for that reason. As far as developing the "best stuff" is concerned, you could apply that to the USA too.
