  1. Clearly that rookie cop should not have been a cop. Cops have to make instant decisions, and make them the right decisions. This cop was not able to do that. It's a bit much charging the guy with escaping. He didn't escape, he was ejected due to the cop's incompetent driving. After that he probably barely understood what was happening.
