Here in Australia, government workers are relatively low paid, but they have tenure. Tenure means they can negotiate housing loans at better interest rates and long payback times which compensates for the low salary. But if you fire a government worker, you are not likely to get him back at the same salary because you have just shown him that tenure was a theoretical concept. If he is any good, he'll get a better paid job in industry. So if you want to unfire him, you'll have to pay him a much higher alary than before. Is this not how it works in the USA? I got fired once when the company was downsizing. 2 weeks later they tried to hire me back on an hourly rate contract. I told them where to stick their stupid contact. I had a job with another company lined up. In another job, my boss told me he had to let me go. But in 2 more weeks I heard nothing more. I called personnel and they said they had heard nothing either. So I filled out the termination paper work, sent it to personnel and they processed it, just as if my boss had done it. The moral of the story: DO NOT fire or threaten to fire any of your workers unless you really mean it.

The amusing thing is, bad and unethical as Trump is, if I was Trump I wouldn't pay Giuliani either, because in principle you don't need to pay for a defective product. A competent ethical lawyer would have told Trump "Your silly claims won't fly, won't wash." And if Trump couldn't accept that, he was free to get another lawyer.
