  1. The reason why the US Navy liked their water cooled reactor is not because a sub is surrounded by sea water. It is because water is a neutron moderator whose effectiveness is proportional to temperature. This makes the reactor inherently stable and controllable. Pul out control rods a bit and the nuclear reaction increases, raising the temperature, which causes the water to absorb more neutrons, holding the reaction back. Power output becomes proportional to how far the rods are pulled out and is self regulating at all control rod positions.. What Wigner learnt the hard ways was not that water was bad, it was that graphite moderated reactors are bad, due to what became known as the Wigner Effect. Wigner effect is where the graphite, after some time in operation, spontaneously changes phase and increases in temperature and expands, which can cause all sorts of problems.
