  1. He was probably promoted automatically since Cheatle was forced to resign, so that the position is not left vacant. It doesn't mean his appointment is permanent - they will have to go through a process to select a candidate for Biden (or in fact Harris) to approve.

  2. Surprisingly, this guy is not much better than Cheatle. You would think he would have reviewed all of Cheatle's testimony and come prepared. Sometimes leaders ensure that their next-in-lines have little talent or aptitude, so that they cannot be a threat. Did Cheatle so select him?
