Fauci may have been doing the job as best he could, but his testimony leaves a lot to be desired. He said its a physical impossibility for him to check for himself the validity of each proposal' because there are thousand of them. He has to trust his subordinates to get it right. This means the approval process is flawed. He is not accountable because he trusts subordinates. But the subordinates are not accountable either because he has final authority. So nobody is accountable. It is a basic and vital principle in business of any kind that authority must be delegated to match ability. He should have had a number of delegates authorised to sign off on whatever they are expert in. Then they are accountable. Fauci's role should be to monitor these delegates to see that they maintain their expertise and do a good job - and sign off on the paperwork for that.
