  1. "You can't trust Soviet numbers (production statistics) because they are political". Sounds like top-down command-run government owned enterprises anywhere. For instance here in Australia we have a major investigation into Centrelink - a federal govt department whose mission is to pay the dole to the unemployed. The politicians kept on demanding more and more savings. The administrators didn't want to risk their cushy jobs so they just agreed to the demands. And ended up inventing jobs clients supposedly did and fabricating overpayments so they could demand money back from huge numbers of clients. The millions of dollars they claimed was overpayment due to client fraud never existed.
