This video is garbage. Dogs' perception of time, sound pitches, etc is, as it is for humans, a function of how fast the neurons in the brain process information. The neurons in a dog's brain are essentially higher order mamilian neurons, the same as ours, so they process at the same speed. That some dogs can hear higher pitches than humans is because they have additional hair (sensory) cells in their cochlears, covering these additional pitches. As we get older, we humans loose the ability to hear the higher pitches. This makes absolutely no difference how he perceive pitches or time. We can get back some higher pitch sensitivity with hearing aids. It makes no difference to what you think the pitch of what you hear (eg a friend talking) is.
