If we use the sentence of under the gang rule, it refers that Haiti is chaos, no law manage the peoples so the peoples act is brutal but if your title is the grip of lawlessness, it means there is a law or regulation but doesn't work. All of countries arround the world do or break the grip of lawlessness. I'm so sorry to give my little bit opinion. If see the videos it looks like under the gang rule, it means Haiti is chaos, so brutal and so awful
