  1. ICJ decision binding only between South Africa and Israel, it wasn't allegation but a request of genocide based on Chapter IV, Article 65 of Statute ICJ. So ICJ decision only like as advisory opinion. It's so different meaning of allegation, any prosecution meanwhile in ICJ just available hearing. Please change mindset
