  1. The matter is claim of Palestine's territorial, is a Israel's territorial souvereignty. No valid territorial of Palestine to make a state of Palestine and there aren't many countries of the UN membership didn't confess or recognise of a Palestine state. There are the terms and conditions must be fullfild to called a state: 1 government; 2 valid territorial; 3 peoples; 4 confession; So Palestine just have two terms, government and people meanwhile no valid territorial and no confession. So Israel didn't occupy in Palestine cause the legal standing potition of Palestine isn't a state, not equal to Israel. It's different situation between Russia and Ukraine, both of them are state.
