It was a half way house but it would have allowed Margo to marry the man she loved and remain a princess, but Marg did not take it up. And in the 70s, the idea of the royal bride having to be a virgin was beginning to look archaic. when Sarah F married Andrew, she was known to have had more than 1 lover, and noone was worried about her marrying Andrew. So I think that if Charles and Camilla had been determined and willing to wait, the queen would have been Ok wth them marrying, had they been prepared to wait a few years to prove they really wanted each other. King Harold of Norway said that he would not marry anyone else but Sonja and wiated a few years and he got permission to marry her. However Camilla wasn't that devoted to Charles, she wanted APB and she had been trying to win him over to marrying her and did so.
