Yes, hindsight is 20/20 but if they'd done nothing and the trend continued it would have been a disaster, just 1-2 more years of continued drought before the flooding and they'd have been rationing drinking water. Instead they built some infrastructure 10-20 years before it will end up being essential. You can't mess around with water supply, there's story after story of places pretending things will return to a historical cycle, and being wrong.
