Cat understands that this is a puppy and therefore allows such behavior. Also owner petting the cat signals to the cat that it is not being replaced but that it is still very important. As long as this reassurance comes from owner, cat will stay invested. Cats can easily leave if they feel they are being replaced. Cat indicates it by making eyes small, showing signs of being comfortable in this environment. There is no threat, that could misalign the social structure of the house. Puppy is still too young to understand such politics. Just happy to have another fluffy animal and increased excitement and happiness.
