I've been in that position myself. A woman was attacked. She ran away and was hiding in a public park. This was in a busy and supposedly pleasant town. I made about a dozen 999 calls to the police. It took 50 minutes before the cops arrived. By that time she'd evaded her attacker and come home in tears. Cop was too f*cking incompetent to even obtain a statement or a description. "Oh you're back home now" and just went away.

The crime statistics are routinely manipulated. Small crimes in my area are reclassified as "incidents" so they don't enter the crime statistics at all. Petty crimes (bike thefts, etc.) are rarely investigated or solved. Deleting them from the statistics makes the clear-up rate look twice as good.
