  13. Using of blow torches is irrelevant. Why was there lots of built-up grease? What about fire extinguishers? What about fire blankets? Were there no fire-resistant doors between the kitchen and the corridors? Was there an effective audible fire alarm? It takes time for a kitchen fire to engulf the building. The elderly folk should've been moved outside immediately the alarm sounded. There has been gross incompetence on multiple levels.
