  2.  @candy-le4nh  Black and Indian cabinet ministers are deciding the rules for immigration. Maybe the Japanese whaling industry should decide the global rules for whaling. Or the Democrats in the US should be the sole arbiters of who's allowed to deny elections. Islamists should be allowed to implement Sharia law. Putting executive power in the hands of biased or self-serving people is a very bad idea.
